Need to know if is true that every time I restart my computers my ip address changes since I am on a router? - banning someone from a netgear router

I was allowed to recover from wrong and would like eBay, but was told that if I will change my IP address to realize that I am trying to configure a new account, and I will be banned. Then they told me to change my IP address. I have a modem with an Ethernet cable, which is connected to a Netgear router. Since the router, an Ethernet cable connects the router to my office and use the wireless router for my laptop. I called Netgear and the guy told me there was nothing to fear and EACK time I restart my computer, I automatically get a new IP address as the connection through my router. Ip address.com I went and said the same thing for the # EACK, said it was the public, not the records of eBay and should not worry. The router has nothing to do .. UR external IP or is the need to worry about ... If u have a dynamic IP address then disconnect ur modem a few minutes, then close it again .. If u have a static IP address assigned by your ISP ur U can not be changed if they speak for themselves ... u

Click Start, Run and type cmd
This opens a command line. Type ipconfig and use your IP address.
When you restart, and repeat the above steps, then you will know for sure if you Addy same IP address or not.

Poster above is correct external IP.
